AI Contract Overview
The contract calls for the procurement of 24 air conditioning filter elements identified by NSN 4130-01-567-2032, with a total contract value of $576.00. Delivery is required within 167 days of award, with the destination being the DLA Distribution San Joaquin facility in Tracy, California, under FOB Origin terms. All items must be packaged in strict compliance with MIL-STD-2073-1E, adhering to specific preservation methods, unit containers, and packaging codes, and marked per MIL-STD-129 with no special marking required. Palletization must follow DLA’s RP001 packaging guidelines. Sampling and inspection protocols require zero non-conformances in the sample lot, using MIL-STD-1916 or ASQ H1331 Table 1, or an approved zero-based alternative, with critical, major, and minor attributes assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively. Mercury and mercury-containing compounds are strictly prohibited in the filter elements unless part of exempted functional components like specific batteries or sensors, and all portable mercury-containing devices must include a second containment barrier per NAVSEA 5100-003D. The contractor is bound by numerous DFARS and FAR clauses, including cybersecurity mandates under NIST SP 800-171, safeguarding covered defense information, prohibiting hazardous materials like hexavalent chromium, and ensuring compliance with whistleblower protections and anti-trafficking requirements. Payment requests must be submitted electronically via WAWF, and the offeror must be registered in SAM, with a valid UEI and CAGE code. All proposals must be submitted through the DIBBS portal by August 3, 2026, and the evaluation basis is presumed to be LPTA, though not formally stated. The contract incorporates technical and quality requirements from the DLA Master List and imposes restrictions on the use of equipment from communist Chinese military companies and covered defense telecommunications. Acceptance occurs at the delivery point, and the contractor must ensure full compliance with federal requirements related to hazardous materials, cybersecurity, labor equity, and procurement integrity.
