Financial Aduit Services

The City of Green Bay is seeking proposals from qualified vendors to provide financial audit services for its Administrative Services Department, Green Bay Metro Transit, and Green Bay Water Utility. With an annual budget comprising approximately $212 million in revenues and $190 million in expenditures for the year ending December 31, 2024, the City has a longstanding commitment to excellence in financial reporting, as evidenced by past awards and recognition. The chosen vendor will be tasked with preparing comprehensive financial statements, including fund and combining statements, supporting schedules, and footnotes, as well as delivering a Management Letter and Supplemental Single Audit Report. All work must comply with federal and state audit guidelines such as Title 2 CFR Part 200 and State Single Audit Guidelines. The scope of services includes producing the Annual Comprehensive Financial Report in both print and digital formats, providing formal audit opinions on financial statements, preparing the required State Financial Report Form C, conducting audits for the transit and water utility departments, and offering ongoing advice on accounting procedures and GASB standards. The contract is set for an initial term of three years, with the possibility of renewal for up to two additional years. Vendors must demonstrate at least five years’ experience in CPA services, present references from similar entities, certify staff licensure in Wisconsin, affirm auditor independence, and maintain appropriate liability insurance. Work will be performed on-site at various City facilities related to finance, transit, and water operations, and the estimated contract value ranges from $50,000 to $200,000.
