Financial Advisor Services

Scope: The City is soliciting proposal packets from professional companies experienced and qualified to perform Financial Advisor Services for the City of La Mesa. Interested and qualified companies who have demonstrated their ability at providing comparable services are invited to submit proposals.
This request is to establish part of a Debt Financing Team to assist with the issuance of debt including, but not limited to, the issuance or refunding of bonds. The Debt Financing Team would consist of a Financial Advisor, Bond Counsel, and Underwriter. Agreements for these services may have terms up to, but not exceed, 10 years and are subject to review after four years.
Qualified companies are invited to submit an online proposal to the City no later than 5:00 p.m. on Monday, March 23, 2026.
Notes: Questions related to this RFP must be submitted through the PlanetBids system and will only be accepted through 5:00 p.m. on Monday, March 16, 2026.

All proposals are due no later than by 5:00 p.m. on Monday, March 23, 2026. Proposals received after the deadline will not be considered.
To submit you must be registered in the City of La Mesa's online vendor database at cityoflamesa.gov/bids and download the RFP Packet.
City of La Mesa normal hours are 7:30 a.m. to 5:30 p.m. Monday through Thursday and 7:30 a.m. to 4:30 p.m. Fridays. City offices are closed alternate Fridays and holidays including March 13, 2026.
