Municipal Underwriting / Bond & Investment Banking Services

The City of Austin is soliciting qualified firms to provide municipal underwriting, bond, and investment banking services to support future financing transactions, including new money and refunding. The scope of work covers several key credits, including General Obligation, Water and Wastewater System Revenue, Electric Utility System Revenue, Airport System Revenue, and Hotel Occupancy Tax Revenue. Selected firms will be responsible for evaluating and refining financial plans, identifying structuring alternatives, assisting with official statements, and coordinating closing arrangements with city staff, bond counsel, and trustee banks. To be eligible, firms must maintain active registration and good standing with the SEC and MSRB. The contract is awarded to the highest rated offerors based on a technical evaluation, with pricing to be negotiated after the selection process. Proposals must strictly adhere to an eleven page limit and a specific informational sequence. Key compliance requirements include adherence to the City of Austin Wage Theft Program, M/WBE procurement programs, and a certification against boycotting Israel. The agreement includes a holdover period not to exceed 180 days and requires specific insurance coverage, including Commercial General Liability of 1 million dollars per occurrence and 2 million dollars aggregate. Payment is processed within 30 calendar days of receipt of a proper invoice via credit card, check, or electronic funds transfer.
