The Airport is issuing this Solicitation to establish a pool of pre-qualified financial institutions ("Providers") to support the Airport Commission's ("Commission") financing needs. Specifically, the Commission seeks Providers to: Offer credit, liquidity, or alternative credit facilities (collectively, "Credit Facilities") to support its variable rate bonds and commercial paper notes; and/or Purchase bonds and notes directly. The purpose of this Solicitation is to determine your interest in being pre-qualified for inclusion in the Provider pool and to confirm your firm meets the minimum qualifications. Providers are not required to submit proposed terms or pricing for any specific Facility or Bonds at the time of pre-qualification. Inclusion in the Pool does not imply a commitment by the Commission to request or accept proposals, nor to execute any related transactions. Rather, it enables the Commission to solicit further proposals and negotiate terms as needed. Providers' credit ratings will be subject to re-confirmation at the time of any proposal to ensure continued compliance with the Commission's minimum rating requirements. Preference may be given to firms with the highest short-term and long-term credit ratings. All Credit Facilities and direct purchases, and the Providers selected to deliver them, will be subject to Commission approval. The Commission reserves the right to pursue Credit Facilities or direct purchases through other means, including individual negotiations or separate competitive solicitations. Additionally, other City departments may access the Pool to solicit Providers for other types of bond issuances.
