AI Contract Overview
The U.S. Department of Defense, through NAVSUP Fleet Logistics Center Norfolk, intends to procure Bloomberg Terminal subscriptions on a sole-source basis under FAR 6.302-1 for deployment at the National Defense University in Washington, D.C., citing the proprietary nature of Bloomberg’s financial research platform and the absence of alternative products that meet its functional requirements. The solicitation, identified as HQ0100630046, is a sources-sought notice issued on June 4, 2026, with responses due by June 9, 2026, and is directed solely at Bloomberg L.P. as the only entity capable of providing the required technology. The requirement includes a base award for two terminals with delivery by September 19, 2026, and four optional increments, each adding two additional terminals at one-year intervals through 2030, for a potential total of ten terminals, each enabling real-time global financial data, advanced analytics, scenario modeling, and secure access to proprietary research tools essential for academic and national security analysis. The place of performance is the NDU campus in Washington, D.C., while administrative oversight resides in Norfolk, Virginia, and no set-asides or socioeconomic preferences apply under the NAICS code 513210 for software publishers with a $47 million size standard. Although no pricing, contract type, or payment details are included due to the pre-solicitation nature of the notice, the Government explicitly states that submissions must provide substantive evidence of capability beyond generic marketing materials, and no formal evaluation factors, inspection protocols, packaging standards, or security clearance requirements are specified, with acceptance of delivered equipment to occur at the NDU campus based on operational performance against Bloomberg Terminal equivalency benchmarks. Correspondence and submissions are to be directed to Daniel Moore at the provided Navy email address, with no obligation for the Government to compensate respondents for information submitted.
