Fine Arts Consulting - Clinicians, Accompanists, Choreographers, Judges & Related Products & Services

Judson Independent School District is seeking to establish a pool of qualified vendors to provide Fine Arts Consulting services on an as-needed basis. The scope of work includes the provision of expert clinicians, accompanists, choreographers, judges, and related instructional products and services across various content areas, including art, band, choir, dance, mariachi, orchestra, theatre, and spirit activities. This is a fixed-price requirements contract with an initial two-year term and three optional one-year renewals, extending the potential contract period through September 17, 2031. Proposals are evaluated based on a weighted scoring system, with the highest priority placed on purchase price (50 points), followed by the quality of goods and services, vendor reputation, and the extent to which the services meet district needs. Award decisions are made in accordance with Texas Education Code Chapter 44.031 and approved by the Board of Trustees on a quarterly basis. Vendors must comply with various state and federal regulations, including Texas HB1295, Equal Employment Opportunity standards, and the Buy America provisions. Administrative requirements specify that invoices must be processed monthly and reference a valid purchase order, with standard payment terms of net 30 days. Deliveries are generally accepted between 8:00 a.m. and 4:00 p.m., Monday through Friday, on an F.O.B. Destination Unloaded basis. The district maintains the right to inspect all goods before acceptance and may reject individual line items. All personnel provided by the vendor must be direct employees unless subcontracting is approved in writing, and they must be clearly identified by uniforms or badges while on campus.
