Fire Alarm System Testing, Repairs and Programming

The County of San Mateo Department of Public Works, through its Facilities Services division, is seeking a qualified vendor to provide comprehensive fire alarm system testing, repairs, and programming services across county facilities under Solicitation No. 2026-RFP-00265. The contract, with a five-year term, requires the vendor to perform annual, semi-annual, and quarterly inspections of all fire alarm components including control panels, detectors, pull stations, notification devices, and emergency communication systems, ensuring full compliance with NFPA 72, the California Fire Code, Title 19 of the California Code of Regulations, OSHA standards, and ADA requirements. Emergency repairs must be completed within four hours of notification, and all work must utilize manufacturer-approved parts. Technicians must hold California Fire/Life Safety Technician (Blue Card) certification, and the vendor must demonstrate a minimum of five years of experience in these services. All contract materials, including reports and documentation, become the property of the County upon completion or termination. The vendor must maintain workers' compensation and liability insurance approved by the County’s Risk Management before commencing work and provide a minimum one-year warranty on all parts and labor. Proposals will be evaluated based on a best-value framework prioritizing price (40% weight), annual recertification fees (40% weight), and experience and qualifications (30% weight), with selection made by a committee that may conduct interviews with top-scoring proposers. Invoicing is tied to actual work performed, requiring detailed work tickets and adherence to quoted unit pricing; payment may be withheld for unacceptable quality or quantity. The vendor must comply with SAM.gov registration, provide a UEI number, and affirm the accuracy of all submitted information. Specific compliance is required under HIPAA, Section 504, and non-discrimination laws covering all protected categories. All work must be coordinated and approved via email by County staff, and access to facilities must be arranged through Department representatives. The solicitation has no pre-proposal conference or site visit, and proposals must be submitted electronically via the County’s eProcurement portal by June 3, 2026, with filenames including the proposer name, RFP title, and number. The contract prohibits assignment or subcontracting without prior written County consent and establishes the County as the primary beneficiary of all insurance coverage.
