THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.


The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Base Kodiak for fire alarm system upgrade at five (5) residential duplex buildings located in Homer, Alaska. The vendor will be Alaska Fire Protection LLC, 14011 Knob Hill DR Unit B, Eagle River, Alaska 99577-7602, UEI NVSFJ16CQE41.  


This action is being awarded on a sole source basis pursuant to FAR 12.102, services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. The suggested source is the only vendor with the requisite institutional knowledge, technical history & OEM authorized vendor capability (Edwards IO-64 Addressable Fire Alarm Panel) of working on this proprietary fire alarm system and sensors. Use of any other vendor would require substantial resources to become familiar and capable of completing this requirement to avoid degradation of the system and its associated existing wiring, system configurations, and historical maintenance data. The investment necessary to use another vendor would introduce substantial risk and duplicative costs, not easily overcome by competition.


USCG Base Kodiak will be the procuring entity for this effort. Performance will be located at Homer, AK. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12. The NAICS Code for this requirement is 561621.


This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 11 Jun 2026, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
