Solicitation # 231722
The City of Los Angeles Mayor's Office of Public Safety is soliciting proposals for the design, installation, and commissioning of an IP-based video surveillance system at the C. Erwin Piper Technical Center. Funded by the FY2024 UASI Grant with a fixed-price budget not to exceed 400,000 dollars, the project requires the installation of at least 26 high-resolution IP cameras, including P3738-PLE and Q6088-E PTZ models. The technical scope includes deploying a Genetec Security Center VMS platform, high-performance Dell recording servers, and workstations, supported by Category 6 plenum-rated cabling and a hybrid copper/fiber network backbone. Key performance requirements include AI-based perimeter detection and a minimum of one year of continuous 24/7 video retention at 30fps and full resolution. The performance period begins upon contract execution and ends on January 31, 2027. Award decisions will be based on the quality and value provided for the fixed price, with an evaluation process that may include virtual presentations for high-scoring semi-finalists. Contractors must adhere to strict standards, including FEMA Environmental and Historic Preservation guidelines, ANSI/TIA-606-D cabling standards, and LAPD/ITA cyber hardening protocols. Final acceptance is contingent upon successful System Acceptance Testing and User Acceptance Testing, including 100 percent cable certification reports. Proposals must be submitted in PDF format via email to the designated point of contact by October 30, 2026.

RFI for Sources Sought IAW FAR 5.203 This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFI is to identify any sources that have a capability to provide public announcement system equipment for the Fire Department located on Robins AFB, GA. The contractor shall provide Robins AFB Fire Department a new public announcement system (PAS) that will include a new PA system with new amplifiers, a total of 87 round ceiling speakers, 13 hall speakers with volume knobs, 14 outdoor horn speakers, and 12 ceiling tile speakers distributed between the 3 stations. This will replace an outdated system that works intermittently and will help make the emergency responses more efficient. Currently, the Government believes that only one or a limited number of responsible sources, and no other supplies will satisfy the agency requirement for the public announcement system equipment IAW the attached PWS dated 5 Sep 19. Only one source is capable of providing the supplies or services at the level of quality required because the supplies or services ordered are unique and are highly specialized. The current Land Mobile Radio Trunking System that is utilized by Robins AFB is a proprietary system. Robins AFB is connected to the Motorola 7.13 Zone Core at Peterson AFB. The only radios that are 100% compatible with the existing system and Peterson AFB's zone core are Motorola radios. Motorola is the only brand name that provides AES Encryption with FIPS 140.2 Level 3 Security, P25 Radio Authentication, and is compatible with 9600 baud trunking systems. AFMC military installations currently employ Motorola manufactured systems to support security and emergency response communications and other mission critical areas. These radio systems are highly complex and provide secured communications to include radio/repeater hardware, IT networks, servers, routers and integrated software management tools such as OTAR and OTAP. Therefore, this acquisition will be for the highly specialized hardware and the associated integration that can only be provided under the Motorola brand name. This RFI/solicitation follows the prescription and guidance IAW FAR 52.232-18 - Availability of Funds: Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
