Fire Station Alerting and Alarm (FSAA) System

The Government is seeking a contractor to procure, deliver, install, and integrate a full Fire Station Alerting and Alarm (FSAA) System at Kadena Air Base in Okinawa, Japan, to replace an existing deficient system across four fire stations and two dispatch centers. The scope encompasses a turnkey solution including all equipment, software, licensing, labor, transportation, supervision, and services necessary to achieve full operational capability, with key components such as Mach Alert Servers, ACE3600 controllers, SmartSwitch Gateways, LED lighting systems, Avigilon Access Control hardware, Spillman Flex CAD software, VESTA 911 workstations, uninterruptible power supplies, and customized dispatch furniture. All equipment must be new and delivered in original packaging; refurbished, remanufactured, or gray market items are strictly prohibited and will be rejected at the contractor’s expense. The contractor is responsible for secure transportation and bears all risk of loss or damage until formal government receipt. Integration with government-furnished equipment including the VESTA 911 System, Motorola radio consoles, and primary dispatch UPS is required, and all work must comply with applicable Air Force standards, including AF Form 332 and AFOSH regulations, with RF frequencies required to avoid conflicts within 1.0 MHz of existing installation bands. The contract will be awarded on a best-value tradeoff basis under RFO 15.103-1, evaluating price, technical acceptability, and past performance without specified weights, with offers assessed by including the total price of all options alongside the base requirement. A 10 percent price evaluation preference applies to certain small business offers, excluding HUBZone small businesses that do not waive the preference. The period of performance is fixed at 210 calendar days after contract award, with strict milestones including submission of a project management plan within 14 days of award and a system acceptance test conducted in the presence of a government representative prior to final acceptance. Final acceptance requires delivery of a comprehensive documentation package including as-built diagrams, OEM manuals, software license keys, and a consolidated warranty transfer document confirming OEM registration to the U.S. Government. The contractor must be registered in the System for Award Management (SAM), comply with personal identity verification and antiterrorism force protection requirements, and use WAWF for all electronic invoicing and receiving reports with designated DoDAACs for payment processing.
