AI Contract Overview
The Mission and Installation Contracting Command (MICC), Yuma Proving Ground, is conducting market research through a Request for Information (RFI) to evaluate industry capabilities for providing fire suppression system maintenance services at the U.S. Army Yuma Proving Ground in Arizona. This RFI seeks input on whether vendors have previously delivered services aligned with the draft Performance Work Statement, including inspection, testing, repair, and preventive maintenance of fire suppression systems such as sprinklers, alarms, and special hazard equipment. Respondents are asked to confirm if these services qualify as commercial under FAR 2.101, whether the assigned NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) is appropriate, and if their organization intends to compete as a prime or through teaming arrangements. The small business size standard under this NAICS code is $12.5 million, and the Government is specifically encouraging participation from small businesses, including 8(a), SDVOSB, WOSB, and HUBZone firms. No contract award is implied, and the Government will not reimburse any costs associated with responding. The requirement is performance-based and will necessitate strict adherence to NFPA 72, NFPA 25, UFM 3-602-02, and other applicable military and federal regulations. Key deliverables include a Quality Control Plan, Safety Plan, Environmental Protection Plan, Inspection and Preventive Maintenance Plan, and detailed reporting on system status, all of which must be submitted within defined timeframes, including 15 days for the Quality Control Plan and no later than two business days for issue reports. Personnel must meet stringent certification requirements, including NICET Level II or higher for technicians performing unsupervised work, with Level I technicians limited to supervised roles. Key personnel, including the Program Manager and Alternate, must have at least five years of relevant experience, be available during core hours, and provide CVs within five days of award. Security requirements mandate background checks, prohibition of social media disclosure, use of only approved government systems for CUI transmission, and return of all access credentials upon contract closeout. While no contract value, FOB terms, or payment details are specified, the basis of award is presumed to be trade-off, prioritizing technical compliance, past performance, and certified personnel over price alone. All responses must be submitted by July 7, 2026, and must directly address each RFI question in relation to the draft PWS.
