This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice and attachments. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The Virginia Contracting Activity intends to award a Labor Hour service type contract for Firearms Training service to personnel who are required to arm for duty with the skills to successfully utilize their assigned firearms. The Government intends to award one contract to the responsible Offeror whose offer conforming to the solicitation will represent the best value to the Government. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76 dated 25 July 2014. The NAICS code is 561499 All Other Business Support Services and the business size standard for this NAICS code is 15.0 million. All prospective Offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov. The period of performance for this contract is for a 1 one-year base period and 4 one-year option periods. Prime Offerors must have a TOP SECRET facility clearance to DIA. This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) The Government will award a single award contract resulting from this solicitation to the responsible Offeror whose offer is in accordance with the evaluation criteria outlined in this solicitation.
