Firing Range Target System

The Washington State Criminal Justice Training Commission (WSCJTC) is soliciting bids under solicitation number TargetRangeFY27 for the replacement of its existing firearms range target system. The project requires the removal and disposal of the current moving target retrieval and turning system and the installation of a modern stationary system. The new system must include 15 stationary target positions with 360-degree rotation, one laterally moving target system, integrated LED and red/blue strobe lighting, and tablet-based controls with a backup method. The contractor is responsible for all labor, materials, and equipment, including providing on-site operational and maintenance training for instructional staff. The installation must not interfere with existing HVAC plans and must be approved by the WSCJTC Capital Project Manager and Hultz BHU Engineers, Inc. The contract has a maximum value of 200,000 dollars, with work required to be completed by April 5, 2027, and invoiced by June 15, 2027. Bidders must be available for work in Washington State and register with the Washington Electronic Business Solution (WEBS). Proposals must include a signed Bidder's Certification and a Qualifications proposal, submitted via email to the Procurement Coordinator by December 15, 2026. Evaluation is based on qualifications, and top-scored bidders may be invited for a demonstration and interview worth up to 25 points. Award may be negotiated with the highest scored responsive and responsible bidder or the lowest responsive and responsible bidder. Final acceptance is contingent upon successful functional testing, commissioning, and the delivery of all required documentation.
