First Databank Licenses

The U.S. Department of Justice, Drug Enforcement Administration intends to award a sole source purchase order to Pen-Link DEA Firebird Global Site Licenses. All communication regarding this posting shall be in writing and be received by the archive date of this notice effective July 16, 2024 at 10:00AM Eastern Time. Point of contact is calvin.jackson@dea.gov. This notice is being publicized in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring Contracting Officers to disseminate information for proposed contract actions expected to exceed $25,000.00. Further in accordance with FAR Part 6.302-1 it is the intent of the Drug Enforcement Administration (DEA) to make award to First Data Bank. The Office of Information Systems/Diversion (SID) has a requirement for Base and 4 option years of the following: Renewal of the First Data Bank Core database. First Data Bank is currently the only vendor who provides the Renewal of the First Data Bank Core database providing comprehensive set of drug date base elements formatted in a manner which enables the DEA to derive information for the production 24/7 Drug Theft Loss system (DTL). The FOB database is used in our production system and procedures are in place to load the updates to the database files in our production system. The use of another database would require extensive development and modification of our current processes. As a result it has been determined that First Data Bank in accordance with Federal Acquisition Regulation 6.302-1 is the only responsible source that will satisfy the agency requirement.
