The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of Fiscal Agent services to support the efficient, effective, and compliant implementation of federally and state-funded community programs throughout New Mexico. The New Mexico Department of Finance and Administration (Agency) is seeking to engage qualified Fiscal Agents to support the efficient, effective and compliant implementation of federally and state-funded community programs throughout New Mexico. The Fiscal Agent will serve as intermediaries between the Agency and the Procuring Agency for the administration of state and federal programs, in the state of New Mexico. The Fiscal Agents will conduct reviews, and make recommendations to the Procuring Agency, while providing fiscal oversight and ensuring full compliance with applicable federal and state laws, regulations, and recognized best practices in state and federal fund administration and fiscal management. Fiscal Agent will provide centralized financial administration services that can be accessed by any procuring agency. These services will enhance efficiency, strengthen compliance, and ensure transparency across all funded projects statewide. Fiscal agent will serve as the trusted financial intermediary, managing the receipt, disbursement, and reporting of project funds, while allowing each procuring agency to maintain full control over programmatic decisions and project operations. The Fiscal Agent will not assume legal or operational responsibility for any projects but will be responsible for safeguarding funds, maintaining accounts records, and providing comprehensive financial reporting.
