The United States Coast Guard’s Aviation Logistics Center intends to award a sole-source Basic Ordering Agreement call to Sikorsky Aircraft Corporation, the original equipment manufacturer, for a single structural fitting (NSN 1560-01-411-5150, Part No. 70209-22103-069) used on the MH-60T helicopter, under FAR 12.102(a), due to the item’s proprietary design and exclusive availability from Sikorsky. This procurement is unrestricted, with the small business set-aside dissolved, and the NAICS code 336413 applies with a size standard of 1,250 employees; Sikorsky, with CAGE code 78286, is classified as other than small. Delivery of the eight required units must occur within 200 days of order receipt, with F.O.B. Origin terms specifying that inspection and acceptance will be conducted by the Defense Contract Management Agency at the supplier’s facility in Stratford, Connecticut. Early shipments are encouraged at no added cost to the government. The acquisition is not competitive, though responsible sources may submit quotations by email to Riley.A.Ayers@uscg.mil and mrr-procurement@uscg.mil before 2:00 PM EDT on May 7, 2026, with the solicitation number 70Z03826QJ0000168 in the subject line. Award will be based solely on a determination of fair and reasonable pricing, supported by market research, past purchases, and comparison to the Independent Government Cost Estimate, with no formal technical evaluation or scoring criteria applied. Standard commercial item clauses such as 52.212-3, 52.212-5 (Alternate II), and 52.213-4 are explicitly excluded from consideration, and the government will not rely on representations in those clauses for award decisions. No packaging, preservation, labeling, or barcoding standards beyond the required NSN, part number, and CAGE code are specified, and no contract value is listed, as pricing will be negotiated post-submission. The underlying instrument is the Basic Ordering Agreement SPE4A1-22-G-0005, and the Justification for Other Than Full and Open Competition is redacted but confirms the technical uniqueness and sole-source justification.
