The United States Environmental Protection Agency (EPA) Region 9 plans to award a sole source purchase order to Pacific Bell Telephone Company for fixed line telephone services, including ISDN, DSL, and commercial lines, under Federal Acquisition Regulation procedures allowing for non-competitive procurement. This purchase order will cover approximately 32 telephone lines across multiple locations, including San Francisco, Richmond, Los Angeles, San Diego, and Nevada, for a duration of twelve months. The EPA asserts that Pacific Bell is the only provider capable of maintaining the existing telephone numbers and service levels required. This announcement is not a solicitation or request for quote, but rather a notice to identify any other potential sources that might meet the EPA's needs. Interested parties believing they can supply these services must submit detailed written documentation within 14 days to demonstrate their capability to compete, as routine inquiries or general corporate information will not be considered. All responses must be directed in writing to James Hallman, the contract specialist, via email, as telephone or fax submissions are not accepted. The purpose of this notice is solely to determine whether competitive procurement is feasible before proceeding with the sole source award.
