The City of Dallas is soliciting bids to establish a three-year Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement for the purchase and delivery of various flags, including the United States of America, State of Texas, City of Dallas, Pride, Disability Pride, Juneteenth, and other ceremonial or custom designs. The contract will operate on an as-needed basis, with the City awarding the agreement to the lowest responsible bidder. All flags must be new, first-quality, double-sided, and two-ply, constructed from 100% cotton, polyester, or nylon, with 2-ply polyester specifically required for outdoor use. Additionally, display cases must feature a black matted interior and a glossy protective coat for natural hardwood oak finishes. The solicitation process requires electronic submission via the Euna Procurement portal by September 11, 2026, and includes a mandatory $100.00 bid security. While the SBE participation goal is set at 0%, the City utilizes the DRIVE Policy to monitor small business participation and requires specific documentation, such as the SBE Affidavit and Local Participation and Workforce Impact forms. Delivery terms are FOB Dallas, and payments are processed monthly via Electronic Funds Transfer within 30 days of receiving a correct invoice. The agreement is subject to the City of Dallas General Terms and Conditions, including a one-year debarment for suppliers terminated for cause and exclusive venue in Dallas County, Texas.
