Fledermaus Software Tool Maintenance

This publication serves as notice that the Department of Commerce (DOC), National Oceanic & Atmospheric Administration/National Environmental Satellite Data and Information Service, Field Delegate intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), Solicitation number EE-133E-14-RQ-0893 is issued as a Request for Quotation (RFQ). This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only QPS, Boulder Colorado can complete the work and provide the deliverables under this procurement. However, firms that believe they can provide the services required in this project that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. You may submit your written quote on company letter head or on a Standard Form 1449. The solicitation documents and incorporated provisions and clauses are those in effect through FAR Federal Acquisition Circular 2005-75. The North American Industry Classification System Code (NAICS) is 511210, Software Publisher. Size standard is $35.5M. A firm fixed price contract will be awarded using Simplified Acquisition Procedures. NOAA/National Geophysical Data Center (NGDC) is the National Archive for ocean mapping including sonar data supporting the Extended Continental Shelf (ECS) Project. Fledermaus is an essential software tool within the ECS that enables scientists to analyze bathymetry profiles and define the location of the required outer limit points. ECS is a multi-agency collaboration and NGDC must support the required tools as part of our role as data manager and integration. The FM Midwater software will be used to quality control and edit water column data. Water column data is a new data stream that NGDC has recently begun to steward and archive. The Government intends to negotiate a firm fixed price contract for a 5 years of maintenance for line items below with Period of Performance to be 09/01/2014 - 08/31/2019. Qty (2) 5 year maintenance only for FM Pro software license Qty (1) 5 year maintenance only for FMMidwater (add-on module) Security Requirements, if any: Software maintenance updates/patches will be downloaded, configured, tested, and installed by only authorized NGDC system administrators. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
