Solicitation # N00421-266-RFPREQ-TPM209-0456
The Naval Air Warfare Center Aircraft Division intends to negotiate and award a sole-source delivery order to Rockwell Collins, Inc. for the development of an engineering design approach and subsequent tasking related to the AN/ARC-210(V) electronic protection radio systems. The scope of work includes the integration of Quantum Resilience to meet National Security Agency mandates, the Y2K-38 Final Fix, SINCGARS 3.2 compliance, TSV 5.0 LNE for Narrowband Voice 2400, and a Key Fill Verification Fix. This acquisition is being pursued under the authority of 10 U.S.C. 2304(c)(1) because the equipment is classified as a commercial product and Rockwell Collins is the only responsible source capable of providing the necessary technical data and support. This notice serves as an intent to negotiate and is not a formal request for proposals. While the government does not currently intend to fund the development of alternative sources, interested parties may submit information to demonstrate capability and argue that competition would be advantageous to the government. All inquiries and responses must be submitted via email to the designated point of contact no later than September 2, 2026, at 4:30 p.m. eastern time. Companies seeking subcontracting opportunities are advised to contact Rockwell Collins, Inc. directly rather than the government.
