AI Contract Overview
The Department of the Air Force, through the 35th Contracting Squadron at Misawa Air Base, Japan, intends to award a firm-fixed-price single-source contract to Flightcom Corporation for the procurement of three Flightcom 5-User Wireless Headset Systems. These systems consist of five FL657CF wireless headsets, one FL505TCF ComHub with a 7-foot tether cable, a charging system case, a charger, and an accessory kit, to be delivered to the 14th Fighter Generation Squadron. The acquisition is justified as a non-competitive sole source under FAR 13.106-1(b)(1) due to the unique safety certification held by Flightcom’s headsets. A key distinguishing factor is the approval from the Air Force Safety Center Weapons Safety Division (AFSEC/SEW) as of January 20, 2016, confirming these headsets are safe for use in environments involving conventional ordnance and nuclear weapons subject to Hazards of Electromagnetic Radiation to Ordnance (HERO) standards. This certification precludes the use of any alternative products, as no other vendor offers equipment meeting these stringent safety requirements. The contract lacks typical FAR clause listings and does not specify pricing, delivery dates, or packaging details, focusing instead on technical specifications and safety compliance. Offers from other vendors are not being solicited as this is a notice of intent to single-source; however, interested parties may submit a rationale-backed interest letter within seven calendar days of the notice to potentially challenge the sole-source determination by demonstrating the capability to provide an equivalent HERO/SAFE-compliant headset system. Delivery and acceptance locations are designated as Misawa Air Base, Japan, with the government assuming responsibility for inspection and acceptance based primarily on compliance with the referenced safety certification. The procurement is not set aside for any socioeconomic category, and no evaluation factors or contract options are disclosed. Contract administration is managed directly by the 35th Contracting Squadron, with a designated contracting officer signing the documentation in May 2026. Overall, the contract emphasizes operational safety, technical uniqueness, and streamlined acquisition of specialized communications equipment essential for safe and effective ordnance handling in a sensitive military environment.

Fightcom Corp, a division of Sonetics Corporation, manufactures headsets approved for use around conventional ordnance and and HERO SAFE nuclear weapons containing electrically initiated devices per attached memo from The Air Force Safety Center Weapons Safety Division (AFSEC/SEW) dated 20 January 2016. This memo states that the requested headsets are safe for use around HERO (Hazards of Electromagnetic Radiation to Ordinance) and SAFE nuclear weapons. Due to the determination by the Air Force Center Weapons Safety Division (AFSEC/SEW) the requirement for the use of FlightCom wireless headsets precludes the inclusion of any other products from other companies.
Firms who want to challenge the single source must submit an interest letter that demonstrates your firm’s ability to provide an equivalent supply/service as described above. Interested parties must provide a rationale as to why they should be considered.
