The Naval Surface Warfare Center, Crane Division, has established a Basic Ordering Agreement (BOA) with Raytheon McKinney TX for the repair, production, engineering, maintenance, and upgrading of the AN/AAS-44(V)FLIR system and the AN/AAS-52 Multi-Spectral Targeting System, including other related derivatives. These systems are deployed on the RQ-1 Predator unmanned aerial vehicle and the SH-60R multi-mission helicopter. Initially awarded as a sole-source contract under statutory authority due to proprietary concerns and the inability of other sources to meet performance and delivery requirements without unacceptable delays, the agreement's estimated value was originally set at approximately $49.9 million in September 2000. This ceiling was notably increased in October 2001 by $135 million to a total of $184.9 million. Over the upcoming six months, the government plans to purchase 58 Turret Units and 40 Electronic Units under this BOA. The justification for limiting competition to Raytheon centers on their proprietary information and the higher costs and delays that would result from competitive procurement efforts. This synopsis serves to announce that upcoming requirements related to this BOA will be fulfilled through orders placed within the next six months. Contract administration and inquiries are managed by representatives at the Naval Surface Warfare Center, Crane Division, with designated points of contact for both contracting and technical issues. While the contract was awarded on a sole-source basis, the agency encourages all responsible sources to submit proposals for consideration.

Crane Division, Naval Surface Warfare Center has a Basic Ordering Agreement (BOA) in place that was issued on a sole-source basis to Raytheon McKinney TX for the repair, production, engineering services, maintenance and upgrade of the AN/AAS-44(V)FLIR system and the AN/AAS-52 Multi-Spectral Targeting System, and other derivatives. These systems are used on the RQ-1 Predator platform and the SH-60R multi-mission helicopter. The BOA was placed in accordance with the statutory authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1 in the estimated amount of $49,900,00.00 as approved on 13 September 2000 by the NSWC Headquarters Competition Advocate Approving Official. On 22 October 2001 the NTE amount was increased by $135 Million to $184.9 Million by ASN RDA, in accordance with FAR 6.302-2. This synopsis is issued to advertise requirements that will be met through orders placed under the BOA for a six month period.
