Flooring & Flooring Repairs

The District School Board of Niagara is seeking to prequalify up to four additional contractors for Category A Flooring and Flooring Repairs to provide as-needed maintenance services across various locations. The scope of work includes the installation and repair of vinyl flooring, luxury vinyl tile, terrazzo, ceramic tile, carpet, rolled flooring, and wood flooring, as well as sub-flooring, decking, and Type 1 asbestos VCT removal. Work is assigned through the eBASE digital system, with most jobs valued at 10,000 dollars or less and typically lasting between one and four hours. The contract term is three years with firm pricing, and the award process involves a two-step evaluation consisting of mandatory requirements followed by a weighted scoring model based on pricing, company overview, emergency response procedures, and technical capacity. Contractors must maintain commercial general liability and automobile insurance with limits of at least 2,000,000 dollars and provide a Workers Safety and Insurance clearance certificate. All services must be performed solely by the proponent without the use of subcontractors. Key operational requirements include the removal of all debris from sites and strict adherence to WHMIS regulations for controlled substances. The board allows 14 calendar days to inspect and accept work upon receipt. Bidders are required to submit hourly rates for regular, after-hours, and premium time, along with a material mark-up not exceeding 15 percent.
