Hillsborough County intends to recommend the award of a sole source procurement to XYLEM WATER SOLUTIONS U.S.A., INC. for the purchase of Flygt pumps, replacement parts, and repair services for five (5) years at an estimated cost of $16,656,100.00. Flygt water pumps are used daily in the County’s wastewater infrastructure and are essential, along with replacement parts and pump service and repair, to the Water Resources Department’s ability to move and treat wastewater for the residents of Hillsborough County. The Water Resources Department depends on Flygt pumps to meet guidelines established by the Department of Environmental Protection for wastewater movement and treatment and to ensure the health and wellbeing of the public is not impacted by County wastewater operations. This procurement is being made in accordance with Section 3-205(2)(b) of the County’s Procurement Policy as XYLEM WATER SOLUTIONS U.S.A., INC., is the only authorized vendor for Flygt products and is the only authorized service, repair and warranty organization covering Hillsborough County, Florida. After negotiations, XYLEM WATER SOLUTIONS U.S.A., INC. has offered a ten (10) percent discount on Flygt pumps and parts and shall not impose increased rates for overtime, weekend, or holiday labor performed for the duration of this agreement. These offerings represent an estimated $1,527,400.00 in savings to the County. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified propriety parts, goods, and services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
