Hillsborough County intends to award a sole-source, five-year blanket purchase agreement to XYLEM WATER SOLUTIONS U.S.A., INC. for the procurement of Flygt pumps, original equipment manufacturer replacement parts, and associated repair and maintenance services, with an estimated total value of $16,656,100. The procurement is justified under Section 3-205(2)(b) of the County’s Procurement Policy because Xylem is the exclusive authorized vendor and service provider for Flygt products in Florida east of the Apalachicola River, making it the only entity capable of fulfilling the County’s operational needs for wastewater movement and treatment in compliance with Florida Department of Environmental Protection standards. As part of negotiated terms, Xylem has agreed to a 10% discount on all pumps and replacement parts and will not apply overtime, weekend, or holiday premium rates for labor, resulting in an estimated $1,527,400 in savings over the contract term. Labor rates are fixed at $145 per hour for shop work and $181 per hour for field services. The contract permits the County to extend the term beyond five years, adjust the scope of work to meet evolving requirements, and increase the award accordingly, with no limits specified on the potential extension value. The procurement was solicited under SS-26-00273, posted on May 21, 2026, with a challenge deadline of May 29, 2026, and all responses must be submitted electronically through the EUNA Procurement portal. No competitive bidding process is planned unless a valid challenge demonstrating bona fide competition is received and substantiated by the County. Performance is scoped to Hillsborough County, Florida, with no FOB terms or specific packaging, marking, or preservation requirements outlined. The County has not designated a contracting officer’s representative or specified invoicing methods, accounting codes, or formal contract clauses, and no size status, socioeconomic certifications, or unique entity identifiers are provided for the vendor. The agreement relies entirely on the contractor’s exclusive authorization, the negotiated financial concessions, and the operational necessity of Flygt equipment for public health and wastewater compliance.

Flygt water pumps are used daily in the County’s wastewater infrastructure and are essential, along with replacement parts and pump service and repair, to the Water Resources Department’s ability to move and treat wastewater for the residents of Hillsborough County. The Water Resources Department depends on Flygt pumps to meet guidelines established by the Department of Environmental Protection for wastewater movement and treatment and to ensure the health and wellbeing of the public is not impacted by County wastewater operations. This procurement is being made in accordance with Section 3-205(2)(b) of the County’s Procurement Policy as XYLEM WATER SOLUTIONS U.S.A., INC., is the only authorized vendor for Flygt products and is the only authorized service, repair and warranty organization covering Hillsborough County, Florida. After negotiations, XYLEM WATER SOLUTIONS U.S.A., INC. has offered a ten (10) percent discount on Flygt pumps and parts and shall not impose increased rates for overtime, weekend, or holiday labor performed for the duration of this agreement. These offerings represent an estimated $1,527,400.00 in savings to the County. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.

Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
