AI Contract Overview
Hillsborough County plans to award a sole source contract to XYLEM WATER SOLUTIONS U.S.A., INC. for the procurement of Flygt pumps, OEM replacement parts, and repair services over a five-year period with an estimated contract value of $16,656,100. Flygt pumps play a critical role in the County’s wastewater infrastructure, enabling the Water Resources Department to effectively move and treat wastewater in compliance with environmental regulations and public health standards. XYLEM is identified as the exclusive authorized provider for these products and services within the region, making them uniquely positioned to fulfill this contract. The company has offered a 10% discount on pumps and parts, along with a commitment to no additional charges for overtime, weekend, or holiday labor, resulting in estimated savings of approximately $1.5 million to the County. The contract includes provisions allowing the County to extend its duration, adjust service requirements, and increase the award amount as necessary based on evolving needs. This procurement is not a formal solicitation for competitive bids, but interested vendors able to supply the proprietary Flygt equipment and services may submit challenges supported by clear and convincing evidence by the specified deadline. The County will review any valid challenges to assess if genuine competition exists and determine if a competitive process is warranted. If no challenges are submitted by the response deadline, the contract award to XYLEM WATER SOLUTIONS U.S.A., INC. will proceed. This approach is consistent with relevant procurement policies for sole source agreements, recognizing the exclusivity of the vendor for critical wastewater treatment infrastructure components within Hillsborough County.
