The Department of the Air Force, specifically the Air Education and Training Command Special Missions Division and Air Force Security Assistance Training, is conducting market research to identify qualified commercial sources for turnkey flight and maintenance training on C-208B Grand Caravan EX and Pilatus PC-12 aircraft. The primary requirement focuses on Contractor-Owned, Contractor-Operated assets and facilities within the Continental United States under FAA civil certification. There is also a contingent requirement for OCONUS support via Mobile Training Teams utilizing host-nation assets. Training objectives include initial and recurrent qualification for pilots, Mission Systems Operators, and Loadmasters, with a specific emphasis on special missions such as Intelligence, Surveillance, and Reconnaissance, Tactical Airland, Short-Field, and Night Vision Goggle flight operations. Maintenance training will cover airframes, PT6A powerplants, and tactical gear. Interested respondents must submit a capability statement and a completed capability matrix detailing their operational locations, fleet availability, and instructional capacity. The government is seeking input on the most cost-effective contract structures, such as firm-fixed-price per student or a monthly retainer with variable costs per flying hour. Compliance with AETC syllabi and AETCMAN 11-2AA standards is mandatory, and contractors must be capable of managing Defense Base Act insurance, international deployment clearances via APACS, and Status of Forces Agreements for OCONUS operations. This effort is currently a Sources Sought notice under NAICS 611512 and does not yet constitute a formal request for proposal or a contractual obligation.

The Air Force Installation Contracting Center at JBSA-Randolph intends to award a sole source IDIQ contract to General Atomics – Aeronautical Systems, Inc. for the provision of Foreign Military Sales - International MQ-9A Continental United States (CONUS) Launch and Recovery Training services at a Contractor Owned Contractor Operated (COCO) facility. The contract will cover training using GA-ASI’s own MQ-9A aircraft, ground control stations, and synthetic trainers, ensuring the delivery of comprehensive launch and recovery operations without reliance on USG or PNAF equipment. The anticipated period of performance spans from October 1, 2025, to September 30, 2030. This procurement is justified by GA-ASI’s unique capabilities and resources, which are essential to meet the training requirements effectively, especially following the recent divestment of the USAF’s L&R training capability. This notice emphasizes that the intent is not to solicit proposals but to inform potential interested parties of the sole source action. However, organizations capable of providing equivalent services are encouraged to submit capability statements by May 9, 2025, at noon Central Daylight Time. Responses will be evaluated solely to determine if a competitive process is feasible and in the government’s best interest. The primary contact for this notice is Gerardo Martinez, and all submissions should be directed via email to him and Luis Camaraza. Pursuant to FAR 5.2, this notice serves as a synopsis of a proposed contract action announcement of the Air Force Installation Contracting Center, 338 Enterprise Sourcing Squadron, International Training Flight (AFICC 338 ESS/PKBB) at Joint Base San Antonio – Randolph, TX (JBSA-Randolph) intent to utilize FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services procedures to award a sole source Indefinite Delivery – Indefinite Quantity (IDIQ) contract to General Atomics – Aeronautical Systems, Inc. 14200 Kirkham Way, Poway, CA 92064 for the provision of Foreign Military Sales - International MQ-9A Continental United States (CONUS) Launch and Recovery Training service at a Contractor Owned Contractor Operated (COCO) facility.  The anticipated ordering period is 1 Oct 2025 to 30 Sep 2030.

The justification for this sole source procurement is based on:

  • Unique Capabilities: GA-ASI possesses unique capabilities, expertise, and/or resources to fulfill the requirement. Specifically, GA-ASI’s COCO facilities provide Launch and Recovery (L&R) training using their own MQ-9A aircraft, ground control stations, and synthetic trainers. This eliminates the need for USG/PNAF equipment, which is not available for this requirement. Their ability to independently provide all necessary equipment and facilities ensures seamless training delivery and operational readiness matching the recently divested USAF L&R training capability.

THIS NOTICE OF INTENT TO SOLE SOURCE IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. However, interested parties who believe they can fulfill this requirement may, in response to this notice, submit a capability statement demonstrating their ability to provide an equivalent service.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the Government's discretion. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

The primary point of contact for this Notice of Intent is Gerardo Martinez.  Contact with other Government personnel regarding this notice is not permitted.  If your organization is capable of providing the training support service described above, please electronically submit the requested information to Gerardo Martinez via email: contact@example.gov (Courtesy copy Luis Camaraza via email: contact@example.gov) no later than 9 May 2025, Noon, 12:00 p.m. Central Daylight Time.

Capability statements received after this date and time will not be considered.
