Food Service Management System Software-as-a-Service

The Department of Veterans Affairs is seeking a Food Service Management System as a Software-as-a-Service solution to support clinical nutrition, food production, and patient meal services across multiple VA Medical Centers. The system must provide comprehensive capabilities including menu development, recipe standardization, production planning, clinical diet order management, patient-specific dietary tracking, nutritional analysis, and compliance with food safety standards. It must integrate in real time with existing VA clinical and administrative systems, operate securely under VA IT and cybersecurity requirements, and support enterprise-wide deployment across multiple sites. The contract is structured as a Fixed-Price acquisition with a one-year base period and four one-year option periods, running from May 1, 2026, through April 30, 2031. Performance is centered at the Long Beach VA Healthcare System, with delivery and acceptance occurring at government facilities. The solicitation follows a Lowest Price Technically Acceptable approach, where proposals must first meet all salient characteristics in the Statement of Work on a pass/fail basis before price is evaluated, with award going to the lowest-priced technically acceptable offer. The system must be delivered via a cloud-based SaaS model and invoiced electronically through VA’s EIPP system using X12 EDI formats. All offerors must be SAM-registered with a valid UEI and comply with stringent cybersecurity prohibitions, including bans on Kaspersky, Bytedance, Huawei, ZTE, Hikvision, and Dahua products or services under FAR clauses 52.204-23, 52.204-25, 52.204-27, and 52.204-30. Contractors must adhere to VA-specific subcontracting limitations, federal wage requirements under Executive Orders 14026 and 13706, and full disclosure of executive compensation and first-tier subcontracts. Proposals are limited to 35 pages in 12-point Times New Roman, submitted as a single PDF under 10MB via email to the designated contracting point of contact by 8:00 AM PDT on April 29, 2026. All submissions must include completed SF 1449, SF 30, Experience Narrative Sheet, and Past Performance Sheet. The contract also incorporates multiple compliance clauses related to business ethics, whistleblower protections, Buy American and Trade Agreement requirements, and restrictions on inverted domestic corporations.
