Forensic Auditing Services for the Fiscal Years 2020-2023

The Town of Greenburgh in Westchester County, New York, is requesting proposals from qualified certified public accounting firms to perform forensic auditing services on its financial records for fiscal years 2020-2023. The primary objective of this contract is to ensure adherence to generally accepted auditing standards and to detect any potential irregularities, including fraud, waste, abuse, misappropriation of funds, or non-compliance with applicable laws. The audit will encompass a thorough review and analysis of a wide range of financial documentation such as general ledger details, payroll records, bank statements, accounts payable and receivable, tax records, financial statements, capital schedules, annual budgets, grants, and all related supporting documentation. The selected forensic auditor will deliver a detailed report of findings to the Town Board. The contract is expected to run for approximately three months, with work beginning around November 3, 2025, and the final report due by December 23, 2025. Services will be conducted at the Town’s offices at 177 Hillside Avenue, Greenburgh, NY. Proposing firms must be independent CPAs licensed in New York, hold both Certified in Financial Forensics (CFF) and Certified Fraud Examiner (CFE) designations, and have at least five years of municipal or governmental audit experience in New York State. Proof of general and professional liability insurance is required. The estimated contract value ranges from $50,000 to $200,000, and sealed proposals are due by October 8, 2025.
