The Government of Alberta, through Forestry and Parks, is seeking qualified engineering consultants to conduct a comprehensive infrastructure assessment of the Elkwater Day Use Area within Cypress Hills Provincial Park. Located at the primary visitor hub of the park along Elkwater Lake, the area includes critical facilities such as the Visitor Centre, Marina, Beachfront, and connected trail systems, all of which serve as central access points for seasonal recreation including hiking, biking, swimming, and winter activities. Recent investments in park infrastructure have prompted a strategic re-evaluation of the Day Use Area to ensure coordinated, sustainable development aligned with current operational needs and public use demands. The project requires a detailed evaluation of existing conditions, identification of prioritized upgrades, and development of cost-effective recommendations for refurbishment, with a focus on long-term functionality and visitor experience. The solicitation, identified as AB-2026-04014 and posted on May 26, 2026, invites proposals from firms with demonstrated expertise in infrastructure assessment and public park planning, with responses due by June 22, 2026. The successful proponent will collaborate closely with provincial authorities to translate the Project Plan’s objectives into actionable, technically sound solutions for aging or outdated infrastructure. Work will center on evaluating the structural, mechanical, and accessibility components of key facilities including the marina and pump station, while integrating environmental and safety considerations. The ultimate goal is to deliver a prioritized, phased implementation roadmap that supports enhanced public access, operational efficiency, and resilience of park infrastructure. All proposals must align with the defined scope outlined in the RFP and be submitted through the Government of Canada’s procurement portal, with Jack Shipton designated as the primary point of contact for inquiries.

The Elkwater townsite is the main visitor hub for Cypress Hills Provincial Park. Accessible from Highway 41 south of Medicine Hat and situated along the shores of Elkwater Lake, the Elkwater Townsite features a small community mixed with cabins, campgrounds, retail services, and recreation amenities. The townsite serves as the Park’s recreational nucleus, offering access to hiking and biking trails, beaches, winter sports, and scenic viewpoints. The focal point within the townsite is the Day Use Area, which includes the Park Visitor Centre, the Marina, the Beachfront, and connections to trails and walkways along the Elkwater Lake shoreline. With recent investment in Cypress Hills Provincial Park (particularly within proximity to the Elkwater townsite), including pump station and marina refurbishment, a re-evaluation of the Elkwater Day Use Area has been identified as a means of coordinating development in the area. The Project Plan for the area establishes general objectives relative to the location identified within the site area. Following the processes outlined in this RFP; the successful Proponent will work with the Province to investigate and formalize opportunities identified in the Project Plan so as to implement and achieve the end result desired by the Province. The portions of the Project Plan to be implemented as part of the work of this project are outlined in detail in ‘2.0 Project Description’. The purpose of this RFP is to invite Proposals from suitably qualified Proponents who demonstrate sufficient experience and qualification to provide a comprehensive infrastructure assessment of sites as identified and supported by the Project Plan. The objectives of the project are to develop cost effective options and recommendations based on detailed condition assessments and operational needs, and to determine a prioritized approach for refurbishment and upgrades of infrastructure at the project site. Refer to the RFP document for additional information and complete scope of work.
