NOTICE OF INTENT TO SOLE SOURCE


1. GENERAL INFORMATION:
The Government hereby issues this Notice of Intent to award a sole-source, Firm-Fixed-Price contract with Time-and-Materials repair provisions under the authority of FAR 13.106-1(b)(1) (Soliciting from a Single Source) and FAR Part 12 (Acquisition of Commercial Items).


2. REQUIREMENT & SCOPE:
The requirement is for scheduled preventative maintenance (PM), safety inspections, diagnostic assessments, and unscheduled corrective repair services for five (5) Government-owned Material Handling Equipment (MHE) assets operating across Government facilities in Suitland, MD, and Chesapeake Beach, MD.


The equipment inventory consists of the following assets:
  • Doosan D160S-5 Heavy Forklift
  • Hyster E100ZS Electric Forklift
  • Caterpillar TH255C Telehandler
  • Raymond 4750C65 Electric Counterbalance Forklift

3. PERIOD OF PERFORMANCE:
The anticipated period of performance encompasses a one-year (12-month) Base Period with four (4) consecutive one-year (12-month) Option Periods, representing a total potential performance period of five (5) years.

5. SOLE SOURCE JUSTIFICATION SUMMARY:
The Government intends to award this requirement to BRK Lift Truck. The proposed vendor is uniquely qualified possessing certified technicians, OEM authorizations, tooling, and established access capabilities required to service this specific fleet across designated Government facilities.


6. SUBMISSION INSTRUCTIONS & CAPABILITY STATEMENTS:
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. 


Interested sources that believe they possess the capabilities to fulfill the complete requirement may submit a written capability statement. Capability statements must clearly demonstrate:
  a) Prior relevant past performance servicing the specific makes/models identified above;
  b) Technician OEM certifications and access to proprietary diagnostic software/tooling;
  c) Ability to provide on-site emergency repair response within 24–48 hours at both Maryland performance locations.


All responses must be received electronically by the Contracting Office no later than the response date and time specified in this posting. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
