Pre-Solicitation Notice The Mission Installation Contracting Command - Installation Readiness Center (MICC-IRC) has a requirement from the Army Sustainment Command (ASC) in support of the Logistics Readiness Center (LRC) to procure Full Food Service (FFS) under the Army Food Program to provide quality services in support of the installation food service program that supports the Warfighter with flexible, efficient and cost-effective service.
Requirement: The service outlined encompasses dining facility management functions, to include food receiving and storage, food preparation, food serving, remote site feeding, and facility sanitation at Fort Rucker, AL (FRAL). The Contractor shall provide the appropriate amount of qualified labor and management with required training, skills, and experience in order to effectively accomplish the work required by the PWS upon posting of the solicitation. The Randolph-Sheppard Act does apply to this solicitation.
Background: The current contract, W911S0-26-P-A021, was awarded to the Alabama Department of Rehabilitation Services. The period of performance was executed as indicated below: 7 month bridge. This contract was awarded to the State Licensing Agency (SLA) in accordance with the Randolph-Shepard Act (R-SA), which provides a priority for blind vendors recognized and represented by the SLA, in the award of contracts for, among other things, the operation of cafeterias on Federal property.
Contract Period of Performance: The estimated Period of Performance includes a 12-Month Base periods and four (4) consecutive 12-Month Order Periods and/or FAR 52.217-8 Option to Extend Services for up to six (6) months.
Set Asides and Codes: 100% Small Business Set-aside and subject to the Randolph Shepard Act. The North American Industrial Classification Code (NAICS) for this potential requirement would be 722310, “Food Service Contractors”. The related size standard is $47.0. The Product Service Code (PSC) is M1FD - Operation of Dining Facilitiess.
Selection Process: Request for Proposals.
Anticipated Solicitation Release Date: The government anticipates releasing the solicitation around mid-October. The closing date for Proposal will be approximately seven (7) days later.
