Oregon State University intends to contract for the provision of Eight four-component net radiometers from Apogee as a sole source because of the contractor being the only provider able to meet critical parameters or timeframes to support the research and/or business needs of the university. Oregon State University is in need of eight four-component net radiometers to measure incoming and outgoing shortwave and longwave radiation, and net radiation, alongside existing LI-710 ET stations and Campbell Scientific data acquisition systems. These measurements are required to quantify the surface energy balance, evaluate ET measurements, and provide consistent radiation measurements across network sites. Minimum requirements of each radiometer is listed below: (1) research-grade four-component net radiation measurement using upward- and downward-looking pyranometers and pyrgeometers; (2) native SDI-12 digital output with onboard A/D conversion so all four radiation components can be measured without occupying multiple analog datalogger channels; (3) compatibility with existing Campbell Scientific SDI-12-capable dataloggers and 12-V solar-powered field stations; (4) individually heated sensing elements to minimize errors from dew and frost; (5) low power consumption suitable for remote solar operation; (6) outdoor operation over the full range of expected Oregon field conditions; and (7) a common sensor model, cable configuration, and mounting system across all eight network sites to ensure consistent programming, maintenance, and data comparability. Apogee is the only supplier that meets the requirements above and the SN-500 is the only four-component research-grade net radiometer identified in the market review that combines native SDI-12 digital output, onboard A/D conversion, individually heated radiometers, and low-power operation in one instrument. These features are required for direct integration with the existing Campbell Scientific/solar-powered network without adding multiple analog input channels, external signal-conditioning hardware, or higher-power ventilation/heating systems.
