The U.S. Army Corps of Engineers Omaha District is executing a $280 million Small Business set-aside Indefinite Delivery/Indefinite Quantity Multiple Award Task Order Contract for Facilities Sustainment, Restoration, and Modernization services across its Area of Responsibility, which includes installations in Nebraska, Iowa, Minnesota, Wisconsin, North Dakota, South Dakota, Wyoming, and Montana. This consolidation, authorized under Revolutionary FAR Overhaul 7.107-3 and justified by comprehensive market research, combines multiple individual requirements into a single MATOC vehicle to enhance efficiency, reduce administrative burden, and accelerate project delivery. The five-year base period, extending into a six-month option period, targets total contract capacity of $560 million when combined with a parallel SDVOSB MATOC, with estimated annual obligations rising from $90 million in FY28 to $105.3 million in FY32. All task orders will be awarded on a Firm Fixed Price basis using a Best Value Trade-Off methodology, evaluating technical approach, past performance, and price, with no use of Lowest Price Technically Acceptable as the basis for award. The contract is strictly limited to small businesses operating under the $45 million NAICS 236220 size standard, and participation includes entities such as SDVOSBs, WOSBs, HUBZones, and Section 8(a) firms, with no large business subcontracting permitted on prime awards. Performance will occur at military and civil works sites within the Omaha District, with the government retaining authority for inspections and acceptance at project locations. The contract includes no specific packaging, marking, invoicing, or payment office details, and does not require security clearances or explicitly define organizational conflict of interest protections, though workforce retention risks are noted as a performance concern. The solicitation number is W9128F26RA054, posted on August 10, 2026, with a response deadline of August 17, 2026, and the contracting office is located in Omaha, Nebraska.
