This solicitation, numbered 15B10126Q00000018, is a total small business set-aside exclusively for women-owned small businesses (WOSB) and economically disadvantaged women-owned small businesses (EDWOSB) under NAICS code 311991, with a size standard of $16.5 million in annual receipts. The Federal Bureau of Prisons at FPC Alderson, West Virginia, is seeking food service products to support operations during the fourth quarter of FY2026, from July 1 to September 30, 2026. All quotes must be submitted via email to Ashley Tabor at atabor@bop.gov no later than May 26, 2026, at 8:00 AM Eastern Standard Time, with strict adherence to submission guidelines; late or improperly directed submissions will be rejected. Vendors must be currently registered in the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI), and must maintain registration throughout the award, performance, and payment phases. Quotes must include the UEI and comply with pricing requirements, including no more than two decimal places per unit price, and must reflect firm-fixed price terms. Awards under $15,000 will be made via Government Purchase Card, while those above will be issued as Firm-Fixed Price Purchase Orders. The contract requires strict compliance with detailed packaging, labeling, and preservation standards for all food items, including specific requirements for frozen meat, cheese, spices, soup base, and ground beef, such as minimum packaging thickness, moisture content limits, and mandatory printed expiration and production dates with no handwritten or stamped markings allowed. Products must meet commercial item specifications, including CID standards, and must be delivered FOB destination to the facility at 1 Glen Ray Road, Alderson, WV 24910, with all orders needing to arrive no later than June 26, 2026, to ensure timely acceptance before the performance period begins.
