CNET Emulation and Expertise
Solicitation # FA489027RFI0003
The Department of Defense, specifically the Joint Warfare Analysis Center (JWAC) under the Hq Acc Amic, has issued a sources-sought Request for Information (solicitation number FA489027RFI0003) to identify vendors capable of providing CNET emulation and expertise. The objective is to secure specialized support in telecommunications, computer networking, and computing automation to develop tools for analysis and model development. This effort focuses on conducting comprehensive modeling and network system emulations to support experimentation and the development of proof-of-concept tactics for cyber capability initiatives. Key technical requirements include the emulation of both US and foreign telecommunications and computer network hardware to reduce equipment risk during development. Vendors must be able to validate emulated hardware by hosting required operating systems and applications, utilizing virtualization platforms such as QEMU-KVM, and developing mechanisms to monitor and capture the state of emulated hardware. The project requires personnel with TS/SCI security clearances and the ability to perform on-site at the Joint Warfare Analysis Center in Dahlgren, Virginia, for more than 50 percent of the work week. Interested vendors must provide responses to the attached questions by noon EST on November 15, 2026. This opportunity is categorized under NAICS code 5417 and currently has no designated set-aside.

Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.

NSF Ecosystem for Low-dimensional Electronics: Growth, Assembly, Nanoelectronics, and Translation (NSF ELEGANT)
Solicitation # NSF-OTASO-FY26-ELEGANT
The National Science Foundation's ELEGANT program is a translational initiative designed to move low-dimensional semiconductor technologies, such as 2D materials and 1D nanotubes, from laboratory settings into industrially viable platforms. The program aims to enhance U.S. leadership in advanced microelectronics to support artificial intelligence, high-performance computing, and national security. This effort is structured as an Other Transaction Agreement (OTA), meaning it is not a traditional FAR procurement contract. The program seeks an Ecosystem Coordinator and Expert Performer Teams to execute five specific translation themes: Manufacturable Materials Platform, Process Technology and Process Design Kit, Device, Circuit and Full-Chip Demonstration, Manufacturing Readiness and Transition, and AI-Enabled Acceleration. The total anticipated funding for the six-year period of performance is up to 150 million dollars, with specific allocations ranging from 6 million to 43 million dollars across the various themes and the coordinator role. Performance is outcome-based and measured by industry-adoptable Translational Endpoints, utilizing a phase-based Go/No-Go milestone system to validate technical quality and manufacturing readiness. Key requirements include the use of domestic fabrication and testing infrastructure, with the majority of work performed in the United States. Proposals are due by December 18, 2026, and will be evaluated on a highest merit basis, focusing on translational credibility, technical experience, and the realism of execution plans.
