"Freedom 250" Public Events and Outreach Support, U.S. Embassy Seoul, South Korea

The U.S. Department of State, through the Regional Procurement Support Office in Frankfurt, is soliciting offers for a single-award, firm-fixed-price Blanket Purchase Agreement (BPA) to support the integrated planning and execution of public events and outreach activities commemorating the U.S. 250th Anniversary, known as “Freedom 250,” at the U.S. Embassy in Seoul, South Korea. The BPA will have a 12-month ordering period from approximately June 2026 through May 2027, with the bulk of activities expected between June and December 2026. Offerors must propose a logical, defensible Contract Line Item Number (CLIN) structure without a government-provided template and submit technical and pricing proposals in two separate volumes, with the Price Quotation volume strictly excluding technical or staffing details. The solicitation requires full compliance with FAR clauses including restrictions on subcontractor sales, ethics and conduct, whistleblower rights, personal identity verification, contractor identification, combating trafficking in persons, trade agreements, taxes on foreign procurement, payment by electronic funds transfer, and accident prevention with Alternate I applied. Key personnel, including the Contract Manager/Project Director, must have at least 10 years of experience managing large-scale events, and the contractor must ensure all subcontractors are appropriately qualified for specialized tasks such as pyrotechnics, security operations, and crowd control.
