Freetown NOB, Rec Center, and CAC Roof Replacement

The U.S. Department of State, through the Bureau of Global Acquisitions, is soliciting proposals for a total small business set-aside construction project to replace the roofs of the New Office Building, Recreation Center, and Compound Access Control Buildings at the U.S. Embassy in Freetown, Sierra Leone. The scope of work covers approximately 33,000 square feet and includes the removal and disposal of existing roofing, flashings, and insulation, the installation of hot rubberized protected membrane roofing, and the cleaning of stone coping. The project is scheduled for performance from October 12, 2026, to December 16, 2027, with a requirement to begin work within 10 calendar days of the notice to proceed and complete all activities within 430 calendar days. Award will be granted to the lowest evaluated price, technically acceptable offeror. Technical evaluations focus on the business management plan, project schedule using the Critical Path Method, personnel qualifications, and quality assurance and safety programs, with pass/fail requirements for the TCN recruitment and housing plans. Proposals must be submitted in three separate volumes: Go/No-Go Qualifications, Business/Price/Contractor Information, and Technical/Management. Security requirements include a Secret Facility Security Clearance as detailed in the DD Form 254. The procurement has undergone five amendments to correct pricing formulas for lodging and meals, revise evaluation criteria, and provide site visit photos and access information.
