THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC-44) 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to the Contracting Officer. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (end of provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500 employees. This requirement is unrestricted and all interested Contractors may submit a quotation. *** The National Institute of Standards and Technology is seeking to purchase One (1) Frequency Comb. *** Background: The Quantum Electrical Metrology Division of NIST's Electronics and Electrical Engineering Laboratory has a requirement for a frequency comb to serve as an absolute optical frequency reference for the Fabry-Perot interferometer embedded in the new NIST Calculable Capacitor. The comb wavelength range needs to be centered near 1560 nm in order to be compatible with the continuous-wave (CW) lasers already in place. ***All interested Contractors may provide a quote for the following: Line Item 0001: One (1) Frequency Comb, which shall meet or exceed the following minimum specifications: 1. The optical system shall be modular, incorporating a separate femtosecond laser oscillator, amplifier, and supercontinuum generation section. 2. The oscillator shall have at least two outputs, one of which shall be amplified and used internally, and the other(s) which shall be available for experiments. The oscillator output(s) used for experiments shall have a power of at least 20 mW. Stonger consideration will be given to systems offering additional outputs, and oscillator output power >20 mW. 3. Minimum 50 mW of supercontinuum light spanning a wavelength range of at least 1100 nm to 2000 nm shall be available for experiments. 4. Comb repetition rate shall be between 200 MHz and 1 GHz. Stronger consideration will be given to systems with flexibility to scan repetition rate and CEO frequency, including bandwidth of actuators. 5. Frequency comb shall include electronics to phase-lock the laser repetition rate to a 10 MHz external reference. The repetition rate shall be able to be electronically scanned over a range of at least 1 MHz. The actuator used to vary the laser repetition rate shall have a bandwidth of at least 30 kHz. Stronger consideration will be given to systems with flexibility to lock the comb to a stable optical reference. 6. Frequency comb shall include the optics and electronics to phase-lock the carrier-envelope offset (CEO) frequency to a 10 MHz external reference. The CEO frequency shall be able to be scanned over a range of at least 200 MHz. The actuator used to vary the CEO frequency shall have a bandwidth of at least 10 kHz. 7. The frequency accuracy of the comb lines shall be 2 x 10-14 or below when locked to a sufficiently accurate radio-frequency oscillator. Express Warranty The contractor shall warrant the instrument for a period of at least one year. Delivery FOB Destination delivery terms are required, and shall take place in accordance with the Contractor's Commercial Schedule. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
