DLA Troop Support is conducting market research through a Request for Information to identify commercial firms capable of supplying fresh bread and bakery products to military customers in Virginia. The agency intends to establish indefinite quantity contracts for two specific groups: ship customers and land-based customers within the Tidewater, Norfolk, and York River areas. The scope includes fresh baked breads of at least 16 ounces per loaf and rolls with a minimum of six per package, with a strict emphasis on freshness, FDA-approved mold inhibitors, and appropriate temperature control. Proximity to delivery locations is a critical factor, as suppliers must be able to fulfill emergency same-day orders. The agency plans to make one award per group, requiring offerors to propose on all items within a group to be considered technically acceptable. While this RFI is for informational purposes to help craft a future solicitation and does not guarantee business or payment for responses, the proposed contract ordering period was slated from August 11, 2019, to August 6, 2022.

Title: Request for Information ( RFI) for Fresh Bread and Bakery Products support for DLA Troop Support to military customers in Virginia. Dear Valued Suppliers: This is a Request for Information ("RFi"). DLA Troop Support's ("Agency") Subsistence Market Fresh Program is interested in comments and feedback regarding the Agency's fresh bread and bakeries items to Department of Defense ("DoD" Troop). There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate and respondent for any cost inccurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Pleaes note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of the RFI is to conduct market research to assist the Agency in crafting an appropriate solicitation in the future. Background: The Agency intends to issue a soliciation and ultimately enter into indefinite quantity contracts ("IQC") with a commercial firm(s) to supply fresh bread and bakery products to military customers in Virginia. These include various fresh baked breads, minimum 16 ounces per loaf and various fresh abked rolls, minimum of 6 per package. The freshness requirement os the product being deliveredmay not be compromised. The offeror's distance from the delivery location is very important. The offeror must be capable of delivering product to arrive at the delivery loacation the same day for emergency orders if necessary. Bakery products shall include mold inhibitors of the proper level as allowed by the Food and Drug Administration ("FDA"). Commercial standards should be used to maintain temperatures appropriate for the individual items. When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror's proposal technically unacceptable. This will consist of DoD/Troop customers in Virginia primarily focusing on Group 1: Ship Customers in the Tidewaer, Norfolk, York River area and Group 2: Land Based Customers in the Tidewater, Norfolk, York River area. After soliciting, the Agency intends to make one award per group. Offerors are required to propose on all items in the Schedule of Items for each group which it offers. Failure to do so may result in a proposal being deemed technically unacceptable and therfore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal. Said proposal shall be responsive to all of the Solicitation's requirements and free from any deficiencies. Proposed contract ordering period is August 11, 2019 to August 6, 2022. If interested, we strongly encourage you to respond using the attached questionaire. We appreciate, and thank you in advance for any feedback. Your responses regarding this solicitaion are equested back by the close of business on May 13, 2019. Please respond via email to the following addresses: Vincent Key.
