Issue a Right of Entry (ROE) to Frontier Communications Corporation (Frontier) for access to John B. DeWitt State Natural Reserve to replace storm damaged utility cables in State Natural Reserve to restore service to local residents. Work will:
Stage a bucket truck carrying the strand and fiber cable reel along the county-maintained Camp Raven Cliff Road approximately 100-yards within the State Natural Reserve gate;
Maintain an 18-ft above ground level aerial clearance while pulling cables into place through the hardware on existing utility poles within the State Natural Reserve;
Roll storm-damaged strand and cables by hand and fully remove from the State Natural Reserve;
Use electric chainsaws to cut five (5) utility poles that were left in place during PG&E pole replacement activities into 4-foot lengths, and remove by hand from the State Natural Reserve; and
Fill the holes left by the cut/removed utility poles with nearby fill that was initially removed during the PG&E pole replacement project.
All work conducted pursuant to this ROE will comply with all state and federal environmental laws, including but not limited to CEQA, NEPA, the Endangered Species Act, Section 5024 of the Public Resources Code, and conditions specified by this ROE and other permitting agencies.
