Frozen and/or Chilled Egg Mix, Kosher Hard-Boiled Eggs, and Egg-Related Products

The County of Orange, through the Sheriff-Coroner Department's Inmate Services Division, is soliciting bids for a firm fixed fee contract to provide frozen and chilled egg mix, kosher hard-boiled eggs, and other egg-related products. The contract is awarded to the lowest responsive and responsible bidder based on price, past performance, and acceptance of county terms. Pricing is structured on a cost-plus-percentage model, with a specific 25 percent mark-up for miscellaneous egg products not listed in the primary contract. Bidders must submit their responses electronically via the OpenGov portal by October 22, 2026. The contractor is required to deliver USDA Grade A or better, pasteurized, and homogenized products that adhere to American Humane Certified cage-free standards. Deliveries must be made Monday through Friday using mechanically refrigerated trucks maintained between 33 and 40 degrees Fahrenheit. Strict shelf-life requirements are mandated, ranging from 72 hours for opened products to 12 months for frozen liquid eggs. The contractor must also provide detailed nutritional information and ensure all shipping containers display official USDA inspection marks. Administrative requirements include the provision of Faithful Performance and Labor and Material Payment bonds. All personnel must undergo security clearance renewals every twelve months. Payment terms are net 30 days following the submission of invoices on the contractor's letterhead. Additionally, the contractor must maintain compliance with County of Orange Local Small Business and Disabled Veteran Business Enterprise preference requirements, as well as various federal non-discrimination and safety standards.
