The Office of the Comptroller of the Currency (OCC) intends to negotiate a sole-source acquisition with Financial Services - Information Sharing and Analysis Center (FS-ISAC) for a Tier membership subscription to begin August 12, 2025. The FS-ISAC is the operational arm of the financial services public-private partnership. FS-ISAC was established via Presidential Policy Directive 63 as an information sharing mechanism to protect the financial sector critical infrastructure. It is a non-profit organization that serves as the financial services sector-wide information sharing mechanism to prepare for and respond to cyber and physical threats, vulnerabilities and incidents, and to serve as the primary communications channel for the sector. The membership will include user access credentials for 50 individuals, CINS crisis notifications, government, member, and partner alerts, customized email notification profile, 24 x7 watch desk, member submissions, member surveys, industry best practices, member contact directory, threat conference calls, trusted email registry, FS-ISAC Committees/workgroups, free attendance at member meetings, EML data feeds, and FS-ISAC governance. A base and four (4), twelve (12) month option periods are contemplated for this acquisition. The OCC is currently receiving these services. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 5:00 PM EST on July 7, 2025. Responses shall be submitted to Karen A. Green at karen.green@occ.treas.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the FS-ISAC products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product cable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
