Ft. Carson BASEOPS

The Ft. Carson BASEOPS contract, managed by the 918th Contracting Battalion of the U.S. Army Mission and Installation Contracting Command, provides essential non-personal base operations and maintenance services for Fort Carson and the Piñon Canyon Maneuver Site in Colorado. The scope of work includes critical infrastructure support such as grounds maintenance, facility and systems repair, locksmith services, natural gas distribution, and the operation of water and wastewater treatment systems. The contract is structured as a Cost-Plus-Fixed-Fee (CPFF) agreement, with an estimated total value ranging between 226 million and 233 million dollars. The current action is a sole-source extension awarded to T&H Services LLC, justified under FAR 6.103-2 due to unusual and compelling urgency. This 59-day extension, running from July 31, 2026, to September 28, 2026, is necessary to maintain continuity of operations during a GAO protest resolution period. A transition to a new provider was deemed impossible within this timeframe due to the complexity of transferring Government Furnished Property and the risk of service disruptions. T&H Services LLC, previously a small business, is now classified as other than a small business under NAICS 561210, exempting them from certain subcontracting plan requirements.
