AI Contract Overview
This solicitation, numbered 36C78626Q50202, is issued by the Department of Veterans Affairs, National Cemetery Administration, for tree maintenance services at Fort Logan National Cemetery in Denver, Colorado, under a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The contract is a firm-fixed-price agreement pursuant to FAR Part 13, with performance required between July 20, 2026, and September 30, 2026. The scope includes the removal of six medium trees and six medium stumps, nine large trees and one large stump, and deadwood pruning for one large tree, along with associated debris disposal, topsoil fill, and compliance with utility line protocols. A Certified Arborist from the International Society of Arboriculture must serve as the site manager with at least three years of direct supervisory experience in commercial tree maintenance. All offerors must be actively registered in SAM.gov and meet strict SDVOSB eligibility criteria, including ownership and control by service-disabled veterans or eligible surviving spouses, verified through the VA’s VIP database. Proposals must include formal certification that no more than 50% of the contract value will be subcontracted to non-VIP-listed entities. Offerors are required to submit a technical approach that exceeds mere restatement of the Statement of Work, providing detailed experience, qualifications of personnel, and organizational conflict of interest disclosures. A mandatory site visit occurred on June 8, 2026, and all questions had to be submitted by June 9, 2026, with responses published via amendment on SAM.gov by June 12, 2026. Proposals are due by 4:00 p.m. local time on June 17, 2026, and will be evaluated solely on technical acceptability and lowest price, with failure to meet any technical requirement rendering an offer ineligible for award. Payment is governed by Tungsten Network requirements, with electronic invoicing only accepted in X12 EDI format or through the VA’s EIPP system; faxes, emails, and scanned documents are prohibited. The contractor must provide proof of vehicle, workers’ compensation, and property liability insurance prior to starting work and must coordinate all inspections with the Contracting Officer’s Representative alongside the Contractor’s site manager. Any incomplete work must be corrected at no additional cost to the government.
