Fuel Distribution Systems

The U.S. Embassy London is seeking a contractor to provide comprehensive preventive maintenance services for its Fuel Distribution Systems under solicitation 19UK5626Q0031, with a base performance period of one year and up to four one-year optional extensions. The contractor must supply all personnel, tools, equipment, parts, and materials needed to perform scheduled inspections, adjustments, and component replacements in accordance with the detailed Statement of Work and accompanying technical attachments, which specify components including 10,000-gallon storage tanks, remote fill systems, flexible connectors, valves, pump control systems, and leak monitoring equipment. All work must comply with U.K. health and safety regulations, require the submission of Material Safety Data Sheets for hazardous materials, and ensure environmentally compliant disposal of waste. Proposals must demonstrate technical acceptability by proving licensure, financial and personnel resources, technician qualifications, past performance in similar fuel system maintenance, and adherence to safety certifications, with award going to the lowest-priced technically acceptable offeror. The contract is firm fixed price, payments are made via electronic funds transfer no earlier than 30 days after service completion or invoice receipt, and invoices must include a signed maintenance checklist and be submitted exclusively via email or post, not both. The contractor must also submit a security questionnaire and certificate of insurance within 30 days of award, maintain standard work hours of 8:00 a.m. to 4:30 p.m. Monday through Friday with no work on U.S. or local holidays, and provide detailed written reports after each visit including pass/fail status of tested components and system condition assessments. Repair services are excluded from the core contract and must be quoted separately. The contract incorporates multiple FAR clauses covering labor standards, safety, ethics, trafficking prevention, Buy American requirements, small business utilization, and prohibitions on contracting with certain entities, including Kaspersky Lab. All offerors must maintain current representations in SAM, provide their UEI, and disclose greenhouse gas emissions if they received $7.5 million or more in federal contracts in the prior year. A mandatory site visit is scheduled for June 18, 2026, and quotes must be submitted via email to procurement_box3@state.gov by 5 p.m. BST on July 7, 2026, with VAT listed as a separate line item and all pricing inclusive of labor, overhead, insurance, and profit.
