The Royal Canadian Mounted Police (RCMP) intends to retain a Contractor to provide construction services for its Island Lake detachment located on Stevenson Island besides the Garden Hill First Nation reserve. Stevenson Island is a remote community in Northern Manitoba, accessible only by Air or Winter Road. The detachment requires the removal of existing fuel tanks that have reached end of life, the construction of a new fueling station (including the construction of fueling pad, installing of new fuel tanks and pumps, transferring of fuel from existing 55 gallon drums and their removal and disposal once emptied into new tanks) and installation of a new garage bay drain. The contract period will be until March 31, 2027. The anticipated start date is February 13, 2026. Policy on Reciprocal Procurement: This solicitation of bids is open only to Canadian suppliers. This procurement has been set aside under the federal government's Procurement Strategy for Indigenous Business (PSIB). In order to be considered, a supplier must certify that it qualifies as an Indigenous business as defined under PSIB and that it will comply with all requirements of PSIB. This procurement is set aside from all the trade agreements under the provision each has that permits the procurement to be set aside for Indigenous business. Security requirements – Contractors will be required to have RCMP Facility Access Level II (FA2). Escort required in operational spaces. There will be an optional site visit, the date will be provided to interested bidders that move to phase 2.
