An award has been made on January 28, 2026, to Merchants Foodservice, doing business as Performance Food Group, under contract number SPE300-26-D-3010, to provide Prime Vendor food distribution services across Mississippi and Louisiana through a sole-source bridge arrangement justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1. The contract is structured as an Indefinite-Delivery, Indefinite-Quantity (IDIQ) fixed-price agreement with Economic Price Adjustment, effective February 1, 2026, and ending December 12, 2026, or upon award of a new contract, whichever comes first. The guaranteed minimum value is $1,582,166.66, with a maximum potential obligation of $47,464,999.75, reflecting a 315-day period designed to maintain uninterrupted foodservice continuity during the transition to a future competitive acquisition. The award was made exclusively due to the contractor’s unique, non-transferable logistics infrastructure and proven operational performance in the region, leaving no other responsible source capable of meeting mission-critical requirements without service disruption. Performance is limited to the specified geographic area, supporting all authorized Defense Logistics Agency customers with full line distribution, including sourcing, storage, transportation, and delivery of hundreds of food and beverage items through the STORES catalog system. The contracting activity is DLA Troop Support in Philadelphia, Pennsylvania, with no specific payment office, invoicing system, COR/COTR, or detailed inspection criteria identified in the documentation. The Justification and Approval document, which authorized this non-competitive award, is publicly posted as required by FAR 6.301(b) and contains no standard FAR contract clauses, socioeconomic certifications, or special requirements beyond the statutory basis for sole-source award. No packaging standards, security clearances, key personnel provisions, or contract options are specified, and while the contractor’s CAGE code is listed as 7T383, no UEI, size status, or socioeconomic designations are disclosed.

Solicitation # 2-2627
Spokane Public Schools has issued RFP 2-2627 to secure an additional food distributor to serve as a Supplemental Prime Vendor for nutrition services. This contract is intended for emergency, shortage, substitute, and contingency purchases to support district meal programs when the primary vendor is unable to fulfill requirements. The solicitation is awarded on an all-or-none basis to the most advantageous bidder who meets all critical minimum qualifications, including regulatory compliance with USDA, regional health, and federal food codes, as well as specific pricing completeness for the provided market basket. The initial contract term is expected to begin around September 1, 2026, and run through August 31, 2027, with the possibility of up to four one-year renewals, reaching a maximum duration of August 31, 2031. While the district anticipates an annual sales volume of approximately $605,000, it makes no guarantee of minimum purchase quantities. The scope of work involves delivering food and supply products, primarily via drop shipments to the district's main warehouse, with the ability to deliver to individual school sites as needed. Vendors must adhere to strict quality and safety standards, including maintaining frozen products at 0 degrees Fahrenheit or below, ensuring all packaging meets USDA and FDA standards, and complying with the Buy American provision. Evaluation of proposals will be based on a weighted scoring system: price (40%), service and references (25%), product quality (25%), and business stability (10%). Successful respondents must also maintain specific insurance coverage, including at least $1,000,000 per occurrence in general liability, and provide various certifications regarding debarment, affirmative action, and anti-lobbying.
