The Defense Logistics Agency Troop Support Philadelphia Operational Rations Program Office is conducting market research through a Sources Sought Notice for the Commercial Components program under the Unitized Group Rations Heat and Serve and UGR Marines initiatives. This notice is not a solicitation, does not obligate the government to award any contract, and will not compensate respondents for costs incurred in providing information. The agency seeks to evaluate industry capabilities, particularly suppliers’ abilities to surge production and sustain increased output to meet contingency or emergency peacetime requirements, including rapid ramp-up and long-term delivery scalability. Respondents are asked to provide company details including name, address, CAGE code, business size, employee count, and primary and secondary points of contact. They must confirm previous experience in acquiring and modifying large volumes of commercial items, such as re-palletizing, labeling, or assembling variety packs, and indicate interest in supplying the items listed in the accompanying document, which includes NSNs and full nomenclature. Suppliers are also required to describe their storage and delivery capabilities, clarify whether large-scale commercial procurement aligns with their current business model, and provide pricing supported by raw manufacturer invoices. All proprietary information must be clearly marked to ensure protection. Responses are due by July 1, 2026, and should be submitted via email to James Kahn or Thomas Haley at DLA. The North American Industry Classification System code for this effort is 424410, and the place of performance is Philadelphia, Pennsylvania. Participation in this market research does not guarantee future business opportunities.
