Amendment P00003 amends solicitation HSFEHQ-12-R-0036 as follows: 1. Changes the second paragraph of Section L.8.d.v (on page L-5) as follows: FROM: "If the Offeror is an Other than Small Business, the Offeror shall submit a Small Business Subcontracting Plan. Other than Small Businesses not intending to subcontract shall submit a thorough justification as to why they do not intend to subcontract. Any targets specified in the Small Business Subcontracting Plan will be incorporated into and become part of any resulting contract."; 2. Add the rating of "Neutral" under Factor 3 - Small Business Subcontracting Plan with the following description: No Small Business Subcontracting Plan submitted because the offeror is either (1) a Small Business or (2) an Other Than Small Business who justifies why they do not intend they subcontract.; and 3.
