Maintenance of NSW Family Website

This is a notification that NSW intends to award a sole-source, firm-fixed price order to ThreeWireSystems under statutory authority FAR 16.505(b)(2)(i)(B, "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized". The associated North American Industrial Classification System (NAICS) code for this procurement is 541512, with a small business size standard of $27.5M.This contract will serve as a short term bridge (4 months) enabling the existing NSW Family Website to remain active until the new NSW Warrior and Family Website is built. The performance-based services required involve maintaining the NSW Family Website's existing functions and security status. As part of the NSW Family Website security/maintenance requirements, the website was awarded an Authorization to Operate (ATO) on 16 Sep 11 for a period of three (3) years. On 15 Sept 14, an Interim Authority to Operate (IATO) was awarded for an additional 6 months. These awards were issued by the NSW Designated Accrediting Authority (DAA) for IT applications such as the NSW Family Website. They were granted for the environment it is currently hosted in at the contractor's hosting facility. Three Wire is currently the only company with the Xtendable training and experience who will be able to use the existing hosting infrastructure (which includes the location at the Data Center) associated with the NSW website. Technical specifications are only available from the original manufacturer and cannot be made available to other sources since the Government does not own or have legal access to the source code. Proliferation of another vendor's software into the current system is not feasible, would risk degradation and/or complete down time, and is not in the best interest of the Government. This notice is not a request for quotations. The contractor identified is the only known source for the subject requirement. Reponses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government. All responses must be received no later than 1:00 PM CST, November 17, 2014.
